No Technology in a Technological world

In a world where information makes it to the internet before it makes it to paper and is circulated around town, what happens to those that can't access to internet and get the know how on the latest things? What are the implications of this?
Does it means those without access to the internet and other services wont be able to find these new things out as the old ways of sharing information fades out. Perhaps maybe one day the whole world will have the benefit of our technological advances, maybe those without access to the internet will some day find out for themselves if its really all that. It's literally information at your fingertips and so many people are missing out from lack of wealth or living in poverty ridden and underdeveloped areas.
 Does it even matter? maybe the original medium of getting information across is good enough for them, it might work just fine for them and the change could be unwelcome.

 What do you think? Of course information at your fingertips is a good thing but maybe its a bad thing for everyone who doesn't have it because they're not getting all this information because its not in their newspaper and who knows just how long those will even be around. So in a technological world, are the people who can't get these luxuries really missing out if they don't know any better or is it just creating more problems for them? What's your opinion?
